So I'm 16 and I have been saving up for a new car. My parents are helping me out too.
The first car I went to go see was a 2000 Civic Si.
131,5xx miles
Electron Blue paint
Engine turned on and sounded amazing
All stock
Interior looked to be ok but didn't see much as it had a lot of junk inside.
Defects:
Various knicks and scratches around the car. Will need a buffing.
Driver side motor for window is out.
Needs new "doughnut" rings up front near the engine?(I have no idea what these are)
Stock rims look old and dirty, need replacing if the gunk doesn't come off.
I understand that with older cars come small problems. How small are these?
How much would each of these things cost to fix? Tell me how much you'd pay for this car.
Thank you.

171 views and no replies? Well I went for it and am now an EM1 Electron Blue owner. Got it cheap $5200.
How much would fog light installation
cost? Some yellow ones would look clean.

As an owner of that particular car, I would say you made a great move picking up that car, I have one right now and have been trying to find a second one. I had a 2004, and 2007. Then I made the best decision and bought my 99 and sold my 2007. 99-00, very sought after, nice purchase.

The fact that it was lowered kind of worries me, You should learn how to correctly detail your own car since 70% of detail shops (at least around here) are just 16 year olds that don't know what they're doing.
