2005 Honda Civic LX-G P401 Code

I drive a 2005 Honda Civic LX-G with a 1.7L engine
My scanner detected a P401 and my mechanics machine also detected the same. He said he cleaned out the EGR values and it should be fine. He didn't want to bother spending anymore time on it, so I'm looking to find a solution elsewhere.
Problem is the P401 code constantly appears no matter if I'm driving slowly or fast, city or hwy.
This is what I see on my scanner:

Freeze Frame Data:
FUELSYS1 OL-Drive
LOAD_PCT 23.1%
ETC 88 degrees celsius
SHRTFT1 0.0%
LONGFT1 5.5%

LAT 18 degrees Celsius
VP 9.4%
I don't know if this helps or not. Apparently it's a common Honda problem with egr values. What would you suggest I do since they've been cleaned already.

Good job on including the freeze frame data!
The typical P0401 issue is caused by clogged EGR distribution passages in the plate that holds the injectors. Requires removal of the intake manifold.
Usually this engine will develop mysterious misfire codes as individual passages clog up too.
Rare IMO to have a problem with the valve itself.
If this car had a very very recent head gasket replacement, someone could have installed an incorrect manifold gasket which blocks the EGR passage at the head.
