Cruise Control Revs Engine but Car Slows Down

I recently bought a used 2001 Civic LX-G, it has been great so far. The only issue I have with it is that the cruise control doesn't work.
When I'm on the highway, I turn the main switch on and then press "set" and as soon as I take my foot off the pedal the car slows down and then once the speed drops about 10-15kmh the engine starts to rev up and keeps reving higher until I push "cancel".
I'm not sure where to start with this issue.

LX-G? What's the G?
Coupe or Sedan? Different cruise control may have been used for each version. Factory cruise, I assume?
If the car drives fine and normal without an issue then I wouldn't guess at clutch or converter. Yet.
Cruise cable adjustment is too loose?
Control unit is bad? (seems to be a common problem as they age)

So, since I started this thread, the transmission blew and now after emptying my wallet and bank account, I've got a new transmission and the car is driving great except for this cruise issue. I'd really appreciate some input.
It seems that the cruise just revs the engine, but the gears don't change.
