Is 2004 civic meant to not rev up past 4k on parked up on neutral?

Hello

This is my first time here, so hi to the everyone. I'm buying a 2004 1.6 so vtech civic and I think there might be a problem with it. My friend recommended these forums so hopefully you guys can help me out.

Due to the new road tax in the UK I have not had a chance to drive it yet but when car is parked up on neutral and I rev up the engine it always cuts out at 4000rpm. Is this is a safety feature and it won't cut out when driving in gear or is there something wrong? I dont want to buy a car with a problem. And just to say this is my first car and frankly, I am clueless when it comes to cars. Any help would be much appreciated. Thanks!

Edit: just to clarify, engine does not shut off at 4k rim, it just won't go any further, it drop down couple of k down and come back up to 4k

That's normal rev limiter for being in neutral/park.

Once you can drive it the engine should go to redline when you are actually driving.

Because we couldn't drive it due to lack of road tax so we just wanted to at least start it up and see how it behaves.

Makes sense, certainly would be tough not being able to test drive.

Good luck, ask about service history, and if they kept log of it.
