Thinking of Buying 04 Civic

I've been looking at an 04 Civic, I'm in desperate need of a car, but don't want to spend too much money. There's an 04 Civic that I can buy, what I wanna know is, is it a good deal;

04 Civic, Auto
185k Miles
Sunroof
All interior upholstery is trashed, plastics are in decent condition.
Exterior paint is bad, some spots are down to the metal.
Minimal rust, some dings, nothing too bad.
It's mechanically sound, water pump was just replaced, drives pretty well, no weird noises or smells.

Asking $2500

Is this a fair price, if not, what would be a fair price?

Does the owner have a maintenance record available? How old is the timing belt? Tires? Stiff like that...

There's no ad, it's someone I know, they do have service records, IDK about the tires or belts, but I'll assume they will last through the winter.

KBB price is $3200 for a 4 door EX in FAIR condition. This one might be a notch below that. If you are able to take a look at it and get some good pics of the body, interior and engine bay more people here might be able to help you out.

If you're planning on keeping the car for longer than a few months, the records are important and will help you save money in the long run.

I payed 4500 for a 04 Civic EX 120k miles, interior and exterior in good/excellent condition. With an updated carfax, well maintained. Just needed spark plugs and fluid changes. Hope that helps.
