Cruise control

So my cruise control doesn't work in me 2001 Civic EX.
If i set it, for say at 55mph, the cruise light will come on, and i let off the gas, itll decelerate more and more then the slower it goes, the lower itll shift, and around 4-5k rpm i just turn off cruise control. If i give it throttle as normal, like i would with cruise control off, itll drive fine.
But it doesnt shift like that with cruise control off..
It's like its turning cruise control on is working, as far as telling the tranny to shift, but it isnt pulling the throttle..?
Not sure, but any help would be appreciated..thanks!!
