Brakes Won't Work When driving on Snow

So every time I'm driving on the snow and hit the brake, I hear a grinding noise and my 2001 Honda Civic will not stop. The only way I can stop it is if I very very slowly push my foot into the brake. This has or ready caused me one accident because I couldn't stop on time.
So, does this issue sound familiar to anyone? People have been telling me that this is normal for all cars which I think is nonsense. Don't know how bad it is until you drive it.
I think this is related to the brakes or tires, but does this sound familiar to any one else?

get some winter/snow tires rated to work properly in cold weather, they will help. if the problem only happens on snow, then the snow is to blame. simple truth. and ofcourse you know that tires actually stop the car. so with really crappy tires or tires rated for summer/all season, you will always have trouble when it gets below 40F.
