Should I take my 03 civic to the dealer?

Sup everyone, new here not sure if this is the right forum please move if not.
I got a 03 civic coupe back June this year, everything been great car only has 57k milage, now I've got the air bag light coming up. I reserached the forum quite a bit, reset the light about 3 times, each time it comes back after a few days.
So I took it to a mechanic I knew but his airbag device couldn't pickup signal from the airbag. He also told me it's most likely the seatbelt issue. I called up a local dealer and was told if it is the seatbelt the $138 diagonistic fee would be waived and I'd get it replaced for free. I have another mechanic I could take it to not sure if they would charge to find it out.
What do you guys think? Should I just take it to the dealer? Since the light comes back few days after resetting I'm thinking it is a seatbelt problem but the mechanics device not picking it up is worrying me (although he said his device is probably broken).

If it is the seat belt buckle, then try this and reset your code after.

Thanks for the quick reply! I did the test, buckling in the seat belt then unbuckle, did the same thing as in the video, turned off when buckled and off when unbuckled. Should I just take it to the dealer then instead of cleaning it myself?
