can someone explain what the numbers like 99/999/999 mean when talking about tires?

205/55R16
205 - maximum width of the tire (not the tread, the widest portion using a standard rim for the tire size listed in ETRTO european standard - if tire have a P before the 205, it will follow the TRA US standard, so they could be actually narrower than the european 205). Also note that snow or all season tires will actually have a tread narrower than a UHP, EHP tire (these are squarer when you see them).
55 - the height of the tire sidewall from bead to the top of the tread is approximately 55% of the maximum tire width
R - radial tire
16 - wheel is 16" size
