Rear Defrost Relay Voltage

Rep Power: 0 Rear Defrost Relay Voltage
My rear window defrost isn't working, the wires from relay to the windows are fine. I am getting 12 volts from the relay to the window when I jump the relay connection. The voltages on the switch side o the relay go from 12 volts when off to 6 volts when on, is the correct? I have tried two different relays and neither send power to the windows.

could be a bad coil assembly. the black box thing in the trunk (above in the middle of the speakers) that says tdk on it.
