stock front bumper?
so is there a stock bumper for an 01 that doesnt have that lic plate area on it?
i wanna do that lic plate relocation thing but i dont wanna have that flat area in the middle of the bumper

Yes there is. The 01-03 Civic Hybrid bumper doesn't have the license plate raised area. Only downside, is you can't change the grille.

There was a DIY a while back on someone who shaved that area off. Looked clean, but I dunno if it's worth all the effort.

some states where front plate is not required the bumper comes without the license plate hump from the factory. so yes they exist.
