Angry parasitic draw on Fuse #23

I have a Honda Civic 2007. Some mornings the battery is completely dead. Tested the battery, alternator and starter. All turned out to be good. Found out there is parasitic draw when the vehicle is off and was linked to Fuse #23 (Backup). If I remove the fuse, I lose power locks, Radio and Remote keyless entry. My first question is, if fuse #23 is for "Backup" isn't it supposed to be drawing power to keep backup of certain things (such as radio presets)? It was drawing about 0.89 amps. I was wondering if that is normal.

That is too high a draw.

Recently learned that the master power window switch unit is tied to constant power, and can have issues similar to yours. Unplug that and test.

I typically see them draw 30mA or less, after waiting the 15 minute timeout period for the control units to go to sleep.
