I just tell my passenger if you ride, you must wipe, to do it, but an expert will come along shortly with your answer.
Is it on the wiper switch? Not wife's new Subie has about 4 functions on hers for rear,front,speed, and variables. She still struggles with the head lights also since the indicator for the headlight come on on the dash with the park-lights come on and the car already has running lights going.

headlight washer? or windshield washer? If it's the latter, pull the right lever behind the steering wheel (windshield wiper switch) towards you.
If you're asking about the former option, I didn't know civics had the option for headlight washers.

Most Euro cars operate the headlight washer/wiper if you use the windshield washers while the headlights are turned on. Give that a try?
