2012 civic LX Key FOB wont program

I have watched several videos and I have two keys I ordered from Ebay but I can't get them to program. If I assume the keys are working is there a way to test if the car is receiving or anything else I can look at.
I did this:
Perform each of the following three steps in order, then repeat all three steps two more times, for a total of three times each:
1. Turn the ignition switch to the ON position, marked II.
2. Press the LOCK button.
3. Turn the ignition switch to the Off position, marked I.
Do this three times!
Next, turn the ignition switch to the ON position (II) for a fourth time.
Press the LOCK button again. The door locks should now make a cycling sound, indicating that the system has entered Programming Mode.

The DIY can't be done on newer cars.
Programming MUST be done with the dealer scanner (HDS).
The correct remote also contains the immobilizer transponder chip, they are programmed together in the same process.
Ebay keys and components are a crapshoot, too many variations that all look almost exactly alike. Good luck.

I just got a replacement FOB remote key for Civic 2008 after I watched the video for programming, assuming 2007 and 2008 are the same, To learn after that anything from 2008 and newer the On Off ignition Lock theary does not work no more.
Unless if I am wrong , let me know please if there is anyways to program it.

In North America 2006 and newer Civic key fob must be programmed using a scantool.
Honda dealership can do the job, or maybe a well equipped independent shop or locksmith shop might be options to check into.
