2012 civic lx vibrates/unstable on the highway

I got my civic 2012 from dealer after a 1year lease return. I did full inspection at the dealer, although it looks like it was a total BS where they are checking if the carpets are honda genuine and correctly placed in the car.
The instection costed ~300$
I also did wheel alignment. Which in total costed ~100$.
When i drive on the highway, ~105km/h from to time I feel slight vibration on the car, the feeling is similar when you drive on the highway with snow glued to the rims.
Also when i drive on the highway, sometime the car feels like that one side gets slightly elevated and then the car get starts to pull left or right.
I have checked the shocks, and they feel soft to me. I went back to the dealer and they want me to pay either $40 to check the shocks or pay $200 to do a better inspection.
I went to independent garage, he looked at my car and tells me that the shocks seem fine but he needs to do more work to find out exactly and sais it will cost 45. When i tried the shocks of another car and told him that they were firmer, the garage told me it has nothing to do with it and that i still need to bring the car in.
I went to civic dealers parking lot, i was not able to find 2012 car, although i saw 2013/2014 car. I tried their rear shocks, and they were slightly firmer.
Any idea on what can be wrong my car?

Tires might need a rotation and/or balance(unless you had that done with the alignment)
The elevation and pulling left/right sounds like it could just be wind, it's a VERY light car, and at 70 mph a strong gust of wind can make you think you have a flat tire for a second lol.
Maybe you can ask to take someone from the dealership for a ride to demonstrate?

If you think a good mechanic is expensive, try hiring a bad one

Words do not effectively convey a feeling.
You MUST demonstrate your concerns to the tech or advisor.
Take him for a quick test drive so everyone is on the same page and knows exactly what your issue is.
Try to keep the demo to 5 minutes or less, because in our world "time is money".
Also, see if you can get one of the smart techs to check it out.
Not all shops are able to employ a full staff of top gun techs.
You MUST demonstrate your concerns to the tech or advisor.
