Muffler Legalities

So my friend was looking at my car and is really making me want to mod it a little.
He started talking about removing the mid-muffler and catalytic converters.

We know the catalytic converters are illegal to remove(or, at least i think so?)
But what exactly are the legal requirements, if we removed the mid muffler would the car still be street legal?

Thanks for any input!

Don't remove the cat, we don't need to pollute anymore then we already are. A high flow cat would be an option. Removing the mid pipe would probably make it sound like crap. It would offer more flow but there is a such thing as to much flow.

Most states require that you at least have a muffler and some have Db ratings that you can't exceed. You will have to check your state laws on there website.

I don't see Virginia being very strict about that kind of stuff but they might be. My local DMV doesn't even look under the car for a cat but you still have to have one and you need to be able to pass emissions testing. Emissions would be another thing to look into, some states are very strict about it like California.

Well I know for my state inspection they don't appear to run any kind of emissions tests, and I've gone to 3 different places over the last 3 years for it.

And yeah, if we started to mod my car that'd be something we'd do later on, first we'd start with the simple stuff like a new intake and basic performance upgrades.

The more I talk to people though, the more I think I'm just gonna wait for a new, better Si to come out(I don't personally like the ones from the last year or two) get one of those, and give my wife my car, she is still driving a 2002 mercury grand marquis lol.
