the dealer will charge you an arm and a leg to replace and recalibrate a new gauge cluster. besides, you don't know the exact mileage so how will they know what to set it to? and if they find out that you've been driving around without the cluster you could get in a lot of trouble!
another option is to go to the dmv and fill out a form that says the reading on your odometer is not correct and you tell them what it should be.

but if this is really bother you, i suggest you scour some wrecking yards and find a cluster with a close enough mileage on it.

Be advised that once you OFFICIALLY report your mileage as off. no dealership will ever touch your car, because they have to seel it as TMU (true mileage unknown), and they can't make a lot of money off a car that really shouldn't be sold in the first polace. I had my odometer replaced from a problem I had at 1,400 miles, and Honda replaced it with a part that reset my miles. What they did was place an OFFICIAL Honda sticker on my door panel that says this car originally had 1,400 miles before the repair. But what happened was when I went to trade in my car for a GTI, THEY WOULDN'T TOUCH IT because of that sticker, EVEN THOUGH IT WAS OFFICIAL.

MORAL OF THE STORY: DON'T SCREW WITH YOUR ODOMETER .

Yeah, if you can help it. Since Honda's fuse blew, thru no fault of your own you own. I would take it back to them and have them fix it!
