Can you take out the black part in the front bumper?

Hey guys I was wondering if you can remove just that black part on the front bumper, the black plastic part below the front license plate location. I'm trying to install my new fogs and it requires drilling, but it's hard to see or reach that part without overstretching a muscle so was wondering if I can just pop it off and easily install them fogs...thnx

its part of the bumper; you have to cut it off if you dont want it. I would recommend getting OEM fogs; you can get replicas for like $120, and they're designed for you to cut out the corners of that area for them to replace.

well i already cut the original part of the black part off where the oem fog lights go, but I'm not buying oem ones, I got some flat looking aftermarket ones that'll fit towards the middle of the black part, so now my question is, can I buy two covers from honda or something to cover up the holes I cut out? I'm talking about the holes where the oem ones are, I don't want to leave it open, looks wierd IMO.

edit: btw, the foglights I got aren't gonna be placed inside the oem holes, but in front of the intercooler whatchamacallit area..hope u guys know what I'm referring to
