Potential Fender Issue?

Hi -

So not sure exactly what happened, but it looks like a fender lining is broken? I can't really tell how to fix this or if this is even the issue? Can you please help identify what the problem is here and what I can do to fix it? I noticed this while driving down the highway and had to pull over to see what the issue was.

Remove debris from the object that hit.
replace part.

If an alien comes out of that thing, flame throw it. Stay away from the blood, it's acid

Look at the opposite side to see how it's supposed to be located, and how it's supposed to be attached. (assuming opposite side is undamaged)
