what ever this is it making my car idle between 1000-1500 rpms.. i bypassed it and now the car doesnt do it... just idles a little rough.

That looks like the Exhaust Gas Recirculation Valve, I can't quite tell from that picture though.
The EGR valve filters nitrogen oxide out of your exhaust, and helps your engine to run cooler; without it you will not smog testing. You can clean out the EGR valve with carb cleaner and your engine will idle normally again, you may need to replace the gasket.

no thats not it...
where its circled that's where the part hooks up i just bypassed. Then there's a picture of the connector for it. its just to wires going to it.

now is there anyway to test it? air never flows through the bottom pipe(i guess thats what you'd call it)
