Rep Power: 428 Yes people use that filter to draw in fresh air into the valve cover for recirculation. Either way using the vacuum line or using the filter, both create a vacuum so its pulling in air. But the PCV is in a different location, and removing it will cause problems

Sea Foam is a solvent type carbon cleaner that is blended into a thin gel consistency. When Sea Foam is sucked into the combustion chamber, it's gel consistency helps it coat the inner surface of the cylinder and piston top without immediately being burned off. Once the whole can is sucked up, you turn off the engine and let it sit for 30 minute so that it has time to disolve any carbon buildup in the cylinder. If you think you have a lot of carbon, then let it sit a bit longer. There is no magic time, just estimate it.

Rep Power: 0 Example with pics of Seafoam & Water De-carbonizing results. I have used water for de-carbonizing in my car with good results. Will apply the same technique as Toysrme did in this post next month.
