Headlights not working

I'm having trouble with a 2004 civic I just got, it came back from its safety saying the right high beam was not working, the drl light was on and after reading some posts on this forum I touched up the solder points on the drl module and now I have running lights, however beyond that I have no headlights other than flash to pass and drl, I have checked all fuses 5 times and switched around relays, I briefly looked at headlight switch. I'm at a loss and ready to start pulling a whole new wiring system in but would be a shame if I missed something simple that someone encountered before.

Im still looking for a Canadian (drl) wiring diagram, also for a diagram that explains the circuits on the drl board. Later on today I'll pull the drl board out again and do some ohm testing. My gut tells me it's the drl board but I hate to blindly buy and replace parts
