Hey, I am quite stumped with this problem that my 1998 Civic EX 5 speed has laid on me. Last year at this time it was about 20 below outside and my Honda would start like a champ in the morning, now it only gets to about 9 degrees at night and and it barely starts. It cranks over perfectly fine, but it wont fire, until multiple attempts of starting. Also when I am accelerating at low RPM's it feels and sounds like the engine is misfiring, but it happens at random times. I am starting to lean towards it being a distributor problem, but if I could get a second opinion that would be great!

Check Your Battery Connectors, I Had the same problem awhile back and it was Due to a Loose Battery Connector.
But If that doesn't work try the below Links:
If the CEL comes on and goes off after 2 seconds, when the ignition switch is turned to ON (Position II), then I would replace the Ignition Control Module (ICM) and coil

Hey sorry it took so long to respond, but I did check my cables, ironically my positive terminal was loose, but it wasn't the problem. The problem was that my spark plugs were gapped way too far apart causing the poor start behavior and the misfiring problems. Thank you for the info thought.
