If i drive to Cali, with NV plates, will cops hassle me for loud aftermarket exhaust, non carb intake, lowered, hids, clear headlights, and dark tint? and if they give me ticket, do i have to pay? can they even do anything if im out of state and my car is legal in NV?

yes, they can give you a ticket. Why can't they? and why would you not have to pay??

also, getting hassled will depend on where you go in so cal. Cars get pulled over for loud exhaust all the dam time over here. Also, if you have an exhaust they will ask you to pop your hood. That's if you find yourself a cop having a bad day.

tint is not taht big of a deal, they will only stop you for that if they are either trying to be an ass, or getting an excuse to stop you for something else.

Your car looks stock as ever, they probably won't hassle you at all. Just don't drive like an ass and you're good
