yeah, if they want to they can. I haven't ran into any problems yet without running it at all. just depends on the cop whether he wants to write it up or not. I just have mine in the trunk where the spare is just incase i go any where other than dallas.
In Houston, they'll ticket you if it's not on the front bumper. The ordinance states "front of vehicle" but that's a broad generalization because having the plate on the dash or windshield is "front of vehicle".
i've been pulled over for "speeding" (cop clocked the suburban that was PASSING me.....) and he gave me a small amount of shit for it. technically, it should be on the bumper, because i told him i had it on the dash, to which he replied, "i can't see it on the dash, needs to be on the bumper". i got a warning.

But different municipalities in TX have different definitions of "front" of the car. Here in El Paso, it's anywhere facing out from the front of the car. In other places though, "front" is defined by the front vertical piece of the car, in other words - the bumper/grill.
You can reduce the chance of the cop saying/citing anything as long as you make sure ONE of your plates is on a bumper. Just make their job less difficult and they'll make the traffic stop less difficult on you.
in states that require it, you must have on the front bumper. ive heard of people getting in trouble in cali for having the "jdm" mount at the side of the bumper too (looks stupid anyway). i really dont think you want a sharp piece of metal in your car to fly around if you get in an accident.
