I have the same problem as you in Ontario, Canada. I need both plates on and its a pain cuz I have no where to mount it. I doubt putting it in your windshield is legal cuz up here, you can get a ticket for that. Right now my plate is straped on behind the mesh on my body kit. If the state requires both plates to be on, then you have no choice or else its a ticket
a simple call to your local police department will answer your question. most states that require two plates require the front plate be displayed on the front bumber and not in your windsheild. this is so the registration plate can be visible.
I've heard that you need the license plate in the front so when cops are looking for some one they can see the license plate when you head toward them. usually they dont care unless you have a bunch of other things wrong with your car. eg too low, too loud, too ugly, lol.
