That is so funny. I thought you were talking about a filter that did it automatically. All that is, is a old comic book coloring technique. except for the fact that usually you already have the lines done in the inking stage of the page. all we did was scan and Lasso. That is freaking time consuming as hell. Hit me up if you find a short cut!
Adobe Illustrator would be your best bet to do this in. It is a vector based program which means it will be very clean no matter what size you have it at. It will never blur. Unless you compress the exported JPG to like 60 or below.
Also you can do meshes in Illustratorwhich with practice can make a picture look photo real.I think i may do one in illustrator soon just to see what happens.
If you're going to be doing line drawing styles like that, you're better off using Adobe Illustrator. It will look cleaner and you'll have an easier time.
Looks good though still.. kinda like the cell shaded graphics from Auto Modelista.
