how do you make a background like this..

okay im trying to make a sig. with the new pics of my car, i want to try it myself. I wanted to do something like this pic in the bacground. my question do i make the rim the background and then do the burst (which i have no idea how to do) so anyhelp with that would be good, OR i found a background that has that type of light pattern in it, so do i make that the background and then make the rim transparent (if someone can help me with that too ) then just put my name and the car pic over it ? ill donate 1000 points. again not trying to make a business card or anything... i just think that this is an awsome pic and would make a cool sig....
