I'm assuming the car is stock. There have been issues with the ecm going out, but very rarely. So you did an ODBII diagnostic and it says replace the ecm? It might also be the vtec solenoid, but it's hard to tell. If your car is under warranty, just take it back and have them fix it.

4000 rpm is limp-home mode. Something is telling the ECU to go into this safe mode.

If the ECU is indeed bad, you are running on the back-up chip. Honda ECU's have a fail-safe. What codes are you getting?

I had the same problem and it was the crank sensor broken.
But the computer does the same if any crucial sensor is bad.
Is like tinman said is on a safe mode

problem solved :)

finally found out what was causing my CEL coming on and not going over 4000RPM. CEL code was P1259 vtec melfunction. went trough all the trouble shooting step by step and was getting mad that everything was checking out fine but said the computer needed to be updated or replaced. after hours of trying everything i finally pulled off the valve cover to inspect rocker ass. turns out that on the intake side of rocker's by cyl. 4 on top of rocker ass. is a 14mm bolt that blocks off a hole for oil passage for vtec. the bolt back out letting the pressure bleed of and causing CEL to come on. finally i can rev out with no problem and enjoy my tuning that i did.
