i used the paint u suggested and after the first 2 coats it looked like there were air bubbles and crap all over the lights. it looks more textured black than smooth black. dont know what happen. i cleaned them really good, i guess it didnt want to work out. ill post pics soon

yeah, you need minimum of two brake lights that meet photometric requirements. the middle one is extra and technically not required, altho it helps distinguish to other cars that the brakes are being used more than just having two side lights.

Here is pictures of my car. I didn't bother removing the tail lights. I just tapped off the back end of my car. I did three coats of the tint and two coats of the clear coat.
Here is the final product.
The reason why I tapped it all off is because I didn't have a small enough screw driver to take the screws off behind the wheel.
