smog fail

my smog check for 1991 civic failed for: 1) system malfunction light, 2) NO measured 924 at 15 mph Max is 835 and was 1241 at 25mph Max is 774. any suggestions please?

prolly need to do a big tuneup, clean the intake parts, run some good fuel injector cleaner (see my sig below).

or find someone that'll illegally pass you =D but yea tuneup is probably the biggest thing that's needed since the car is so old.
