I do however have a question that I couldn't find in the link though.
Is it possible to legally register a vehicle as a "Kit" car or another manufacturer. The reason for this would be if the owner modified the vehicle engine but did not meet the emission requirements of the OEM car or completely swapped the engine of the car.
I know there is a lot of "the engine has to be the same year or newer" floating around on this site. But what if the owner were to register the car legally under the DMV and Insurance company as a "Kit" car or the brand of the car that the engine was swapped to.
Is this legally possible?

i think the DMV considers that a 'reconditioned' (RECON) vehicle
from what i remember from the days of working at the Arizona State Emissions Facility, the vehicle would have the body-style listed as a RECON...when we tested the vehicles, they would have to comform AND be equipped to the standards of that vehicles 'motor year'
ie...if i have a sandrail, and i put a chevy small-block in it, (whatever year) it would have to have all of the emission devices on it that that 'motor year' would call-out for
i think that i remember something about the fact that the motor did have to be the same year or newer...not too sure though, this was years ago, so things may have changed since then

What you said makes good sense. I thought I might have gotten out of the emission laws when I recently bought my house in Maricopa. I live 15 miles south of Firebird Raceway and had plans to rebuild, modify, and race my 74 Camaro. Unfortunately I still have to abide by the emission laws for Phoenix. Maybe I'll just build a sand rail.
I was wondering the AZ law on high beams on a divided highway such as I-17 between Flag and PHX. So here is what I understand as was taught to me way back in the day in OR. On a divided highway there is no requirement to dim your hi-beams for on-comming traffic, given that you have legal hi-beams and there is a division between seperate directions of traffic (like Jersey barriers, or strip of foliage/shrubbery. What does the great state of AZ have to say about this?

This is what I found. There is no mention to your exact situation though.
If a motor vehicle is operated on a roadway or shoulder adjacent to a roadway during the times provided in section 28-922, the driver shall use a distribution of light or composite beam that is directed high enough and that has sufficient intensity to reveal persons and vehicles at a safe distance in advance of the vehicle, subject to the following requirements and limitations:
1. If a driver of a vehicle approaches an oncoming vehicle within five hundred feet, the driver shall use a distribution of light or composite beam aimed so that the glaring rays are not projected into the eyes of the oncoming driver. The lowermost distribution of light or composite beam provided in section 28-941, paragraph 2 is deemed to avoid glare at all times, regardless of road contour and loading.
2. If the driver of a vehicle follows another vehicle within two hundred feet to the rear, except when engaged in the act of overtaking and passing, the driver shall use a distribution of light permissible under this article other than the uppermost distribution of light specified in section 28-941, paragraph 1.
I know what you're talking about...I need the brights sometimes on that drive but I dont wanna blind the oncoming people either. If you got a ticket for that you could prolly fight it because its not outlined well in the statutes. Its just something of a common courtesy. Dont plan on getting pulled over for it.

I make the drive a couple of times a month and it is just a bad road (animal wise) and I like to be able to see, but I get flashed every once in awhile and in OR I would be fine, I just was wondering what AZ thought.

I've been wondering for awhile, just out of general curiosity and because my dad couldn't answer it [him being an ex-cop and all], what is the law for neons? I've heard so many different things about what colors are illegal, if its really illegal to drive with them on or cops just hate it..so can someone please just kinda explain everything?
when driving in the dark...can i run with my parking lights and a set of driving lights, or do i need to have my headlights on also (driving lights are amber)
