It doesn't matter with the weight difference. The rsx base would get it every time. 5 spd ex is no comp sorry to say. It won't even get it if it has i/h/e.

you underestimate our cars too much in my opinion. 140-145hp vs. 160 would have a decent chance.
when it comes out through the flywheel it would. well im just talking my setup. aem intake adds 8.9hp, magnaflow catback and hp header would add around 8 or 9.

haha no.
intake doesnt do shiet. and it DOESNOT add 8.9hp. along with exhaust and header setup. you will get 5-10 max out of I/H/E on d17
This is the way I see it. Yeah on an ex you put on an i/h/e you might get about the actual 130 horses at the wheels, and about 115 torque if that. On an rsx you have about 141 horses at the wheels and then about 135 torque. So I still think the ex would need a little more.

so the 200-300lb weight difference doesnt affect anything, right?

Well actually if you look at the dynos on the AEM website, they have a 2001-2003 civic with a cold air with a peak gain of 8.9. That was the first thing I checked when I read his post.
