Is it worth it MPG wise to swap out my tailgate and hood with Seibon's hood and gate for noticeable mpg/HP boost, or is it negligable?

You can't get a HP boost from replacing non engine related parts.
You can use it more efficiently by having less weight.
If the weight difference is more that 100 lbs, you may see an improvement in MPG by 1, maybe 2 mpg.
Keeping your speed at 65 or under will do far more for MPG than the hood and gate swap.
