Just got myself an '04 Si a couple of weeks ago and i absolutely love it. However, I am completely stock and I was wondering if I could get some advice on what I should upgrade first and what products are best. I am looking to make around 225-250whp while still running on pump gas (shouldn't be too difficult right?) and getting 20+mpg city.

250whp? umm, thats pretty high for "pump gas". :-|. It's your choice what to do first, many people on this site will say Intake, headers, exhaust, etc. <- that would be probably your best bet... Good Luck!
you got to give us a little more information. 250whp for a K series is easy with a turbo... but your typical bolt ons will not get you there. I am pretty sure you have a k20a3 which is basically the weakest power k series engine, you need a turbo or a engine swap or fully build that motor, if you want to stay all NA, do a k24 build. people hit 250whp easy with a k24 all motor.
