Hi there guys and gals,
2001 Civic LX with 124k. Previous owner had wired the radiator fan to run any time the ignition was on, and the thermostat was removed completely.
My question is, what problem would cause someone to do that? I'd like to fix it and get the car back to normal, so I'm trying to diagnose the problem before I start replacing parts etc.

If you think a good mechanic is expensive, try hiring a bad one

Blown head gasket, loss of coolant and subsequent overheating would make someone do that.
Because they couldn't figure out the actual problem, or maybe it seemed too expensive to fix it right.

^^^^ this,
they were probably trying to hide a serious problem from you,
most likely blown head gasket causing overheating,
this car is going to cost you a bit more money then you expected
