Intermittent P1519 code

Rep Power: 154 Intermittent P1519 code
I have a 2001 Acura EL with the D17A2 engine with 250K.
I got this code three times so far this since last month. Whenever the temperature drop under 5 degrees it throw this P1519 code. It seems like the engine get stuck in fast idle mode.
If I drive the car for 5 minutes till the engine is warmed up then I cleared the code and turn the car off/on. It drives fine and the code doesn't come back.
The light was off for 4 days and now its back.
Most of the time I get the code early in the morning, but today I got it when I left work and the temperature was around 5 degrees.
My cheap scanner freeze data shows the code was trigger at 1238 RPM.
I already cleaned the Throttle body, IACV and did an ECU relearn.
Head gasket was done 50k ago and it been running great.
Any ideas what else to check.

If you think a good mechanic is expensive, try hiring a bad one

P1519 is a circuit code, so it's an electrical fault of some sort.
Wiring, connections, there's a relay involved in the power side, and whatnot.
Or the windings in the IAC valve go bad at certain temperatures, causing wrong ohm resistance/wrong amperage load on the computer.

I changed the IACV and it seems to be working better now.
My mechanic did some test on the old valve and it won't spin when removed from the throttle body and engine on.
I have to do further troubleshooting to see if the old valve shaft is stuck or the solenoid is burn out.
