Currently my headlights don't work and I'm a bit stumped why. Previously I had the issue with the DLR relay not working, which was fixed by re-soldering the DLR relay next to the driver-side which is well documented on the internet. That fixed the issue the first time. I experienced the issue again, re-soldered, but this time the headlights don't work, but the DLRs and high beams do. I assumed at this point the relay was faulty, so I purchased a replacement, but I'm left with the same outcome. Could this be an issue with a fuse? TIA.

Call a dealership and have them check your VIN for any recalls that need to be completed.
If you have DRL then you have a Canadian market car....so I assume you are in Canada.
In the US there is a recall for the combination light switch wiring and/or switch on those cars.
