Does the "band" on the oil pan come off? Meaning, on the bottom of the pan there is piece that almost seems like it could come off - the screws compress it against the pan when installing? Is it a separate piece? On the ends of mine I can compress the last screw with my fingers and hear the "crunch" of grit in there.

The rail is part of the pan. It's used as a stiffener so the bolts are less likely to deform the stamped steel.
IIRC it's only spot welded in a few places to keep it in place. I don't think it's welded the entire length.
