2001 civic si coupe manual transmission issues

i bought my car a couple days ago and i just started driving it. when i turn it on, the shifter will not let be change gear, it only works when the car is off. after about 20mins its fine. what could be the issue as i cant drivie the car like that.

Was it like this when you had the prepurchase inspection performed?

what could be the issue
Check the clutch fluid level.
Refill if necessary with DOT 3 brake fluid.
IF it's real empty the system may need to be bled to restore proper operation.
Then find where it leaked out at and fix it.

I didn't have a inspection done before I bought it. How do you check the fluid. I'm going to Mr lube today to have the filters changed and fluids topped up, as well as a quick look around
