Cooling Fan Working Properly?

I've been having an overheating issue lately and I've replaced the coolant, replaced the thermostat, replaced the radiator cap (aftermarket part but I'm gonna go ahead and buy a genuine Honda one).
I'm not sure if my car is still over heating, I usually have to drive it for a while and then when I hit a stop light it starts to overheat then.
My cooling fans at this point do not or at least have not come on when operating regularly. I've had it run idle for 15 minutes, revved the engine to 2.5k rpm, got the temp up to operating temperature, but they still won't come on. They do come on when I turn on the A/C, but that's it. I checked the fuses and they look good, I've swapped the relay with a different one I knew was working and it still didn't help. Any ideas?
I'm sorry if this is a repost, I just don't have time to sift through all the pages. I've looked at about 8 posts and haven't found anything that answers my question. Thanks!

Have you had any luck figuring this out? I have exactly the same problem on my 01 and I can't find any info either. I just burped the system and changed the thermostat. Relays work. Fans kick on with ac on. But not when stopped. Car doesn't overheat until I get on the interstate though. Helppp.

I'm gonna try this next: Hopefully that's the problem, seems to line up with everything that's going on with mine. I'll let you know if it works Ryan.

If it is the head gasket, which I know it's common on the 7th gen civics, where should I buy a new gasket and if my **** is warped, where can I take it to have it machined? Sorry I'm very new to head gasket, overheating, and warping.

If you think a good mechanic is expensive, try hiring a bad one

Prove it's leaking first
I use dealer gaskets
Any reputable machine shop can check and mill the head if necessary
Bad fan switch is certainly possible. Jumper the 2 wires at the switch, the fan should run. Feel the lower rad hose, is the water temp 200 degrees yet?
