Extremely odd headlight problem

I have a 2004 Honda Civic and my problem started a few days ago.
The high beams on my car will not activate, but the running lights will. Also, the low beam on the driver's side won't turn on either. I replaced the low beam bulb on the driver's side but nothing changed, I also checked the fuses to see if that was the problem but apparently it wasn't. I'm fairly sure the running lights shouldn't be on if I have the low beams activated too, but for some reason they are.
I'm at a loss as to what to do, if any help at all can be given I would extremely appreciate it.

wasn't there a recall for a faulty headlight switch that affected the low beams? Or was that only for 01-03s?
and Kenny, 04-05's have a separate hi/lo beam

Did you check the relays? Check #5 and 6:
How to check relays:
When it's energized you will hear a click.
To energize the relay use jumper wires with sheaths on the clips like these:
Also, check the fuses between those two relays again. Don't just look at them, put a test light on them. Sometimes the fuse is bad and you can't tell just by looking at it.

constant blown fuses means wrong grounding, faulty grounding, or a bad power source
has this been a previous problem?
It sounds to me like the wires are on backwards, or possibly you put the high beam adapter to the low beam, and vice versa

hi im no expert but my mate had a problem like this before and it was down to his headlight switch,, but from my experience (not a lot lol) it sounds like bad earth or connections going to the back of the bulb are earthing of each other,check for melting on the plastic connections,frayed wires and trace the wiring as it could be as simple as an uncovered/exposed bit of wiring
