Paint is flaking off!

Last year, my wife bought a used, silver, 2001, civic LX sedan.
Yesterday, she told me to look at the rear bumper, because she thougth someone had hit her. There are small minor scratches, that barely break the paint surface, but the big problem is the paint around the area is falling off. It is actually flaky, and can be rubbed off with your finger. I have a black, 2002 civic and have not seen this problem with my car.

Is this a common problem (the paint flaking off)?
Does this show a sign that the bumper may have been previously repainted and with shitty paint?
What is the best DIY remedy for the paint?

Finally, the primer is visble in the spots where the paint is gone. If I wait to long to paint, will rain, etc. damage the exposed areas?

Looks like the bumper was either replaced or repainted poorly, I havent heard of any OEM bumper flaking here. And I dont think that the exposed area would be affected by rain, its not like its metal. Probably your best bet is to have it repainted.

Is it easy to DIY

Can I easily repaint it myself. I am assuming that I need quite bit of paint. Can it be done with touch up paint and then blend it.

now are we talking the paint or just the clear coat? If its just the clear then the fix is not so bad. But if the paint color and clear are flaking, then it sounds to me like the whole bumper should be repainted.

mine is too but i had it repainted already. only known problem is clear coat flaking on or around the moulding trim pieces.

So what is a typical price to have the bumper repainted?
