18 prolly looks better if your car is slammed, but 17 will be better on your rims, you don't have to be as careful with potholes and such. it also depends on the rims.

17's look awesome if you have a 1.5 inch drop like neuspeed or sportlines. But if you get 18's get the eibach prokit springs

I would personally get some 18's with the eibach sportline kit.

I am partial to 17's. Compared to the same wheel, a 17 is lighter and I can wrap it with more rubber (?!?!). Anyway, I guess I'm trying to say that I like my 17's a whole lot

It depends, if you are a daily driver and care about comfort than style then go for 17. But if you really want to have really nice set of rims, that everybody will adore go for 18. Usually people nowadays who change their rims go for 18 thats the trend right now, some even put 19. Where 10 years ago whenever you put 17 on your car everybody thinks your crazy for putting large rims on your car.

both are too large for your car, however 18" is redicilous for any civic. Not only is the power robbing diameter of the 18" counterproductive to a very measurable degree, its just a plain pain in the ass considering the thin rubberbands that would would HAVE to put on them, not to mention the price increases exponentially for 18" tires over 17s. If i were you id go for some very nice and ultra light 15-16" forged rims such as Volks so some such thing. Trust me, people who actually know cars will be 100X more impressed with some 15" volks or mugens over 19" whaevers from the tire rack.
