Hey guys im wondering if this will not only fit my 00 civic sedan lx but im also wondering if its got a catalytic converter or would i need to purchase one. Any help is much appreciated thanks!!

No. Your converter is currently attached to the manifold and this thing is designed to remove it completely. That's what a "test pipe" does.
Not only is that illegal in many (if not most) states, but at that price, I'd be leery of any of those parts' quality! You might want to suck it up and pay more for better "Hodna" parts elsewhere...

If you want to convert to an EX-type setup, you get more options. This means getting a new cat that goes under the car, just after the manifold. I got a DC Sports header and love it (check my sig), and I'm considering a Magnaflow axle-back exhaust. I don't have any experience with aftermarket converters however, but I generally hear that they're not as reliable as OEM.

me neither, but it's just that they don't last as long as OEM (I am still on my OEM, at 109k miles and still no signs of trouble). so, OEM you install and forget it (unless some other issues like misfires destroy the CAT and it won't meow anymore)

Ok so i need headers for an ex.(dc iv heard makes good **** so ill most likely end up going with them)
And a honda cat for an ex(if i want reliablility)
Will the ex header match up to my motor without major alterations?
And just so i got it straight if i get ex headers and an ex cat i also need an ex cat back system correct?

Yep. The Honda e-store sells them expensive here, or you might find the OEM part cheaper elsewhere.
