low RPM hesitation

So I just bought a '95 Civic EX 1.6l manual. I get a slight hesitation between 1500 RPM and 2500 RPM. I'm going to start with a tune up when I change the timing belt and water pump to see if that fixes the issue.

It's weird it actually felt like a slipping clutch when I first drove it, so I pulled the trans and the clutch was fine with just a little bit of un-even wear. I got the flywheel resurfaced and replaced the clutch and it still does it. But now that I know the clutch is good it seems more like a mis-fire but no codes and as soon as it hits 2500rpm there is no hesitation.

I was thinking maybe the timing is just off or something simple but any advice would be great.

Tomorrow morning when I'm no longer pissed off about doing the clutch on this thing I'll take some time to check spark, fuel pressure and anything else I can think of. The CEL has not come on so I'm assuming there aren't any codes but I suppose I could hook up the jumper and see if anything comes up.

Well the simplest solution is usually the last thing I try. I checked the timing which was off a little so I adjusted that. Then I pulled the plugs and the gap was at .065 so I fixed that and took it for a drive and no more stumble. Now I'll just do a tune up since it obviously needs it.

Also does any one know what sensor this is? I broke it loosening the dizzy.

I think that's the oil pressure swtich for the VTEC mechanism. Google it by part number: 37250-PR3-003
