This is a Brand New, Honda OEM Tensioner that I bought from ebay, part 14520-p2a-305 and the part that the spring attaches too looks to be bent, I don't have the old one in front of me but maybe I am wrong, does anyone have a brand new one in front of them that they can take a pic of or is this how it looks?? this is for a 98 civic 1.6 engine. seems like it should be straight and not angled out. again maybe I am wrong

That's looking bent to me.
Compare to your original unit. You might be able to straighten this one to match, and use it.

I will have to wait until later to get the old one, is at my job. if it is bent, not gonna try and bend it, just gonna contact the seller and let him know and see what he will do about it. bad thing is it came in a kit, all other items are ok.

Just had a look at the pics on RockAuto, the parts where the spring goes should be mostly straight, with a slight kink. Probably got knocked during shipping.

the arm on the tensioner is steel, doesn't bend at all unless you bend it in a vice so I highly doubt it was damaged in shipping. plus the bends on it have the lines indicating it was manufactured that way. I contacted the seller and he agreed and I told him I would buy another from Honda and send him the invoice and hope he pays the cost, if not I will open a case and send back the entire kit.

See the pic below. It was bent at the factory on that side but with a slight kink to provide clearance for the end of the spring, but then somehow got bent further.
Yes it's steel but it is thin. It would've had to have been dropped. I can't imagine the seller bending it on purpose. Anyway it's being dealt with so at least you know it'll be good in the end.
