Civic lx trans problem

Hey guys, I've been mulling around for awhile looking for an answer and just can't find it. So I figure if somebody knows the answer it will be you guys.
I have a 1996 civic lx 1.6l a/t. When I put it into D it drives fine in first but won't shift to second. If I click it down to 2nd it goes into 2nd. But it won't go into third no matter what. It doesn't slip or anything, it just won't go in. Any ideas? Tps possibly? I'm hoping for some feedback from somebody who had this happen or who is familiar with it. It has 99000 miles. Thanks!

step 1 is to scan the computer for trouble codes/monitors.
Hopefully it is something as simple as needing to replace the solenoids at the top of the transmission.
From this thread it could maybe have to do with a dirty throttle body

It wasn't throwing any trans codes. I pulled the 7.5 amp fuses from a thread I saw on here and that fixed the problem. Thank you for your input.
