Transmission slips when hot

I have a 96 Civic that will not shift into low at stop once it has warmed up. If you pull the shifter down it pulls off fine, but if you leave it in drives it shutters and slips. Once you are rolling all the other gears shift fine. When you first get in it, it will pull off but shifts hard but does it on it own.
I ran a wire to the solenoid to where I can put 12 vots on it and it will shift and pull off fine. I checked the voltages on the TPS and they are good. I am not sure what is sending the signal to the solenoid to tell it to make. I tried a different PCM and have swapped the transmission, it still has the same problem.
Any ideas?
