Hood latch stuck open

This seems weird to me and I hope you can help.
First the plastic handle of the hood release broke while opening the hood. Somehow the primary latch opened. So I don't have that problem, but the opposite. The main latch won't engage. Now the hood is only held shut loosely by the secondary hook. Closing the hood by dropping it on the latch will not cause it to engage. I can push on the primary latch to move the parts around but the vertical spring almost seems too strong and always pulls it back to open.
It does not look damaged but I am no mechanic. It is lubricated. I can pull the release cable with a vice grip but it has no affect.
What could be wrong and how do I fix it? Thank!

If you think a good mechanic is expensive, try hiring a bad one

Seems like most have the cable binding after several years.
You can "flip" the mechanism in the latch, you need to figure out which part the cable pulls on and push it back the opposite direction (so the cable extends out again). Long screwdriver.
Then fix the darn thing so this doesn't happen again.
Take the hood latch off and remove the cable from it. Figure out which one is binding.
